Neko Rinbu (猫輪舞, Cat Round Dance) is a technique used by Rangiku Matsumoto's Zanpakutō, Haineko, in its Shikai state.

After releasing Haineko, Rangiku envelops her opponents within a cloud of ash. With the movement of her hands, she causes the ash to develop and transform into a tornado-like formation, trapping any enemies within the cyclone. Rangiku states that the ash will cut anything it touches.[1][2]
She adds that escape is not optional once the opponent has been trapped inside. However, the tornado can easily be dissolved after being struck by a Cero from three different Fracción.[3][2]
